Before checking the float valve in the carburetor, I would suggest checking the fuel filter for restrictions. The float valve is just a remote consideration...it's more likely something else in the fuel supply system. I'm not a Savage expert, either...I just have some ideas on how to proceed in troubleshooting. In addition, I've only had MY bike for a little over a month!
If you're fouling your plug due to an over-rich condition, then every plug you replace will become fouled until you correct the condition that fouled the first plug!
